CSHB 511(HES) am with the following amendment and it is                                             
transmitted for consideration with a Senate letter of intent:                                       
                                                                                                    
     SENATE CS FOR CS FOR HOUSE BILL NO. 511(FIN)                                                   
     "An Act relating to the certificate of need program for health care
